CAT 7 - why explicit class c transition request

So I understood that to fly into or though class c you just need to be two way comms with the controlling agency. In the CAT 7 you are asked to fly though a Class C on your way to a class D beyond the other side.
My question is that in the communications example on this page https://www.pilotedge.net/pages/cat-07-rating it gives the request example as "SOCAL Approach, Cessna 123AB, 15 miles east of Ontario, level 4500, request Ontario class C transition, destination El Monte.”
Couldnt this be reduced to "SOCAL Approach, Cessna 123AB, 15 miles east of Ontario, level 4500, destination El Monte.”
(assume the controller replies with your call sign in either case)
Is that correct / what did I miss.
